Amy E. Davis

Born and raised in Darwin, Northern Territory, Australia, Amy is a founder-led executive and global manufacturing entrepreneur with over seventeen years of experience across the construction, maritime, defence, and industrial manufacturing sectors. Her career spans multiple countries and continents, where she has built, scaled, and led complex operations at the intersection of engineering, advanced manufacturing, and international market expansion.

As Founder and Chief Executive Officer, Amy has demonstrated a consistent ability to identify emerging opportunities, establish cross-border supply chains, and execute international growth strategies. Her entrepreneurial leadership includes entering new markets, developing offshore manufacturing capabilities, and aligning product innovation with regional regulatory and operational requirements. She brings a pragmatic, execution-focused approach to scaling businesses while maintaining financial discipline and operational resilience.

Amy has been actively involved in maritime innovation initiatives, including the development and evaluation of autonomous and semi-autonomous pilot programs. Her work in this area focuses on integrating advanced navigation systems, sensor technologies, and remote-operating capabilities into rugged maritime platforms. These initiatives are designed to enhance safety, operational efficiency, and mission capability across commercial, industrial, and government applications, positioning her organizations at the forefront of next-generation maritime solutions.

Across all ventures, Amy is recognized for combining hands-on operational knowledge with board-level strategic thinking. Her leadership style emphasizes innovation, disciplined execution, and long-term sustainability, making her a trusted executive voice within founder-led, investor-backed, and government-facing organizations.

It bridges technical engineering requirements with commercial realities, ensuring products meet stringent operational, safety, and compliance standards while remaining scalable and cost-effective.

Richard Faulkner

Founder and CEO of IQ Exchange Co Founder Advanced Modular Group

Richard Faulkner is the Founder and CEO of IQ Exchange, a talent management platform, and IQX Logistics Services (IQXLS) which is focused on supporting the Department of Homeland Security's mission.

He retired from the Army in 2014, culminating a 28-year career both in the active and reserve components.  His last assignments include Director of Strategic Initiatives for Defence Manpower Data Centre, and the Project Director for the “Contractor Management and Accountability Mission” at Office of the Secretary of Defence, Acquisition, Technology and Logistics (OSD-ATL).  

His commercial experience includes operations, distribution, supply chain management and manufacturing roles with Amazon.com, Target, Kmart’s Bluelight.com, and the Pillsbury Company. Richard holds a Bachelors of Business Administration and a Master’s of Science in Administration. 

David V. Aguilar

Former Acting Commissioner, U.S. Customs and Border Protection Founder & CEO, DVA Group LLC

David V. Aguilar is a nationally and internationally respected leader in border security, immigration enforcement, and homeland security strategy, with more than 35 years of senior executive experience across the United States federal government and the private sector. He brings deep operational, policy, and governance expertise to Detention Afloat, advising on the development and deployment of scalable, humane, and legally compliant maritime detention and removal capabilities.

Mr. Aguilar served as Acting Commissioner of U.S. Customs and Border Protection (CBP) from 2012–2013 and Deputy Commissioner from 2010–2012, leading the largest law-enforcement organization in the United States with over 60,000 personnel, including 43,000 uniformed officers. In these roles, he was responsible for the strategic leadership, operational execution, and budgetary oversight of a nearly US$12 billion annual enterprise, encompassing more than 320 ports of entry, extensive land and maritime borders, and the world’s largest civilian law-enforcement air and maritime fleet.

Previously, Mr. Aguilar served as National Chief of the U.S. Border Patrol, where he oversaw the most significant expansion in the organization’s history—doubling its size to more than 21,000 agents. He was directly responsible for securing over 6,000 miles of land borders, countering irregular migration, transnational crime, and national-security threats while modernizing detention, processing, and enforcement operations at scale.

Following his retirement from government service in 2013, Mr. Aguilar founded DVA Group LLC, a strategic advisory firm specializing in homeland security, border management, immigration enforcement, detention operations, and international security cooperation. He has advised large multinational corporations, technology firms, defense contractors, and government entities on organizational leadership, risk management, operational transformation, and cross-border security challenges.

Mr. Aguilar currently serves in multiple board-level and senior advisory roles, including Chairman of the Board for Colt CZ US Holdings and Chairman/Vice Chairman of the Colt CZ Group Supervisory Board, providing governance and strategic counsel to complex international organizations operating in regulated security environments. He has also served on advisory boards supporting homeland security innovation, aviation and drone operations, and public-private collaboration.

Internationally, Mr. Aguilar has worked extensively with foreign governments and global partners on border security policy, migration management, trade facilitation, and enforcement coordination—bringing a pragmatic, operator-informed perspective to challenges shared across allied nations. His experience navigating legal, political, humanitarian, and operational considerations makes him uniquely qualified to advise on offshore and maritime detention concepts, including those relevant to Australia’s immigration and border-protection mission.

Through his role with Detention Afloat, Mr. Aguilar supports the responsible development of mobile, scalable detention, detention capacity management and removal platforms that enhance government agility, strengthen border integrity, and uphold international standards for safety, security, and humane treatment.

Niels Biamon

Retired Director of Current Operations at U.S. Army Materiel Command

Niels Biamon brings a distinguished record of strategic leadership and operational excellence grounded in decades of senior-level experience within the United States Army and national defence community. A graduate of the United States Military Academy at West Point, Niels has built a career marked by progressively responsible roles in operations, logistics, and mission-critical planning, earning a reputation for driving impactful results in complex, high-stakes environments.

In his military service, Niels has held key leadership positions including Deputy Chief of Staff for Current Operations, where he provided visionary direction and oversight of operational planning and execution for large-scale defence missions. Prior to that, he served as Deputy for Current Operations, G-3, at Army Materiel Command (AMC), where he was responsible for synchronizing operational readiness and sustainment strategies across the command, ensuring efficient allocation of resources and mission support.

Niels’s expertise spans operational strategy, logistics integration, and cross-functional leadership. His ability to analyze complex challenges, develop robust plans, and collaborate across organizational boundaries has been central to his success in driving operational effectiveness and readiness. He is recognized for his commitment to excellence, thoughtful decision-making, and mentorship of emerging leaders.

As a Board Advisor, Niels offers deep insights into organizational strategy, operations management, and transformational leadership. His experience advising senior leaders and guiding large, multidisciplinary teams equips him to support companies navigating growth, scaling operations, and refining strategic priorities.

Guy C. Enderle

Vice President, Business Development AMI Health

Guy Enderle is Chief Growth Officer for AMI Expeditionary Healthcare, in Reston VA. He serves as the lead executive for Partnerships and Business Development. Enderle has worked with large and medium sized firms in government services for the past 25 years. His previous experience includes: Department of War, Department of Homeland Security and Department of State pursuits.

Enderle’s recent program wins total more than $1.5B.

Prior to joining AMI, Enderle worked for Tidal Basin, where he led high profile pursuits for FEMA and the Department of War.  When Enderle was a Vice President with SAIC, he developed “Secure Cities” as a new service offering to expand business worldwide. Enderle directed business development for projects totaling more than $450M.  

Manuel Padilla Jr.

Principal and founder of MP Eagle Consulting, a leader in innovative security solutions tailored to the unique operational environments of its clients. More than 40 years of federal service with U.S. Customs and Border Protection

With more than 40 years of federal service, Mr. Padilla possesses a deep understanding of evolving security threats and challenges. He leverages unconventional strategies to deliver comprehensive security solutions across multiple industries and domains. His extensive expertise in risk assessments, threat mitigation, and strategic planning has earned him a reputation for providing practical, customized solutions that enhance the safety of the American people. Mr. Padilla continues to set new standards in the security field, offering forward‑thinking approaches that adapt to the ever‑changing landscape of security needs.

Throughout his distinguished federal career with U.S. Customs and Border Protection (CBP), Mr. Padilla held numerous senior leadership roles. His final appointment was as Senior Advisor to the Commissioner of CBP, where he advanced operational coordination in Mexico and Central America in support of border and national security. Mr. Padilla also served as the Executive Assistant Commissioner (EAC) for CBP Operations Support. In this capacity, he provided leadership and direction across a broad spectrum of mission‑critical capabilities that enable CBP operations, overseeing eight subcomponents: CBP Watch; Laboratories and Scientific Services; Law Enforcement Safety and Compliance; Office of International Affairs; Planning, Analysis, and Requirements Evaluation; Office of the Chief Medical Officer; and the Mission Support Division.

Mr. Padilla has served as national level Chief of Law Enforcement Operations, overseeing the day‑to‑day law enforcement activities of twenty‑two (22) Border Patrol Sectors across the United States.

In 2018, he was appointed by the President of the United States as Director of Joint Task Force–West (JTF‑W) under the Department of Homeland Security’s Southern Border and Approaches Campaign Plan and has held the positions of Chief of the New Orleans, Tucson, and Rio Grande Valley Border Patrol Sectors.

Throughout his career, Mr. Padilla led and implemented numerous initiatives, including national level interagency operations, tactical operations, international engagement and coordination strategies, community engagement programs, and private/public ventures.

Mr. Padilla is a graduate of the CBP Senior Executive Service and a recipient of the FY2024 Presidential Rank Award.

Corey A. Price

Retired Senior Executive, Immigration and Customs Enforcement - Enforcement and Removal Operations

Corey A. Price is a retired Senior Executive Service leader with 31 years of government service, including 27 years in federal law enforcement with U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO). Prior to his retirement from public service, he served as Director of ERO, leading the organization’s nationwide and international mission in the enforcement of U.S. immigration law and the protection of public safety. In this capacity, Mr. Price managed a budget of nearly $5 billion and led more than 8,600 personnel across 25 field offices, 200 domestic locations, and 25 overseas posts. His responsibilities included routine engagement with the White House, U.S. Congress, foreign governments, industry leaders, and multinational interagency partners.

Across his career, Mr. Price built a record of leadership in large-scale operations, organizational transformation, and crisis management. He held multiple senior command roles, including Deputy Executive Associate Director, Assistant Director, and Field Office Director in some of the most operationally complex regions of the United States. His portfolio includes global diplomatic engagement with nearly 200 countries, strategic oversight of major technology modernization initiatives, direction of politically sensitive border and humanitarian operations, and leadership of federal response efforts during national emergencies. A recipient of the Presidential Rank Award and the Secretary of Homeland Security’s Distinguished Service Medal, Mr. Price is recognized for principled leadership, operational excellence, and a people centred approach to managing enterprise-level missions.

Mr. Price is currently President of Buckeye Solutions, LLC, an advisory firm providing strategic guidance to clients navigating the complexities of U.S. immigration systems, compliance environments, and cross-border operational challenges. Through this work, he supports domestic and international partners in developing informed strategies that align policy, mission objectives, and operational realities.
